What do you plan on doing with the broken bolt? And I take that's why it wouldn't typically I look at the component I think is failing.

Yeah, the head of the bolt didnt snap off, the tab on the starter broke off. 1 bolt was still in the bellhousing with a the broken tab still. Its running now, got the mini starter put in.
